Title: Locations Slug with highbit languages

It seems that the auto created slugs in locations are wrong (in admin dashboard locations editor), when you use a non latin character set.

Some examples of the slugs (when you press edit in admin locations) :

The "'Αχνα" gives a slug (-1) (yes a minus one)

The  "Λάρνακα" gives (%ce%ac)
