regions and cities in the drop down on the public page ad

hello guys  , the page item-post.php what should I change to prevent the county and city fields are drop-down instead of text?

the problem is that the drop down menu are disabled and can not choose regions and provinces, I do not understand why. I changed everything to perfection is frm.php that item-post.php

First ad Country Region and City from admin panel then if you already follow my instructions   you can use this function ,
