Premium ads and paypal

Hello, i installed paypal plug-in and created sandbox (virtual paymend)... I set payp pal plug-in as follow premium when i want make a premium ad as a user...Hit make premiu.. hit paypal...-sand box work the payemend procesed sufecculy all works ok...i send back your item now premium corectly... when i want make again premium i can see in a user dashboard that...this ad is just premium!....
But no works as premium the ad not top on search list not highlitet no premium...?...I dont know why?...when i set premium ad in administration works perfectly.... When want user make a premium per paypal paymend.... No works .... Thanks you so much for help!!!!! ...I'm beginner
