Title: Can anybody help with sql location file debugging?

I composed a new file for Finnish locations. The file failed to load and after I corrected the errors I could find the file still fails to load and for the life of me I can not find the errors in the file. The regions that have problems loading are Pirkanmaan and Varsinais-Suomi. They only load the region name but no cities.
