I suppose you have bad configuration to database. You can check it once again and if still not working, try to contact your hosting provider for help

Yesterday I had the same problem.
I've juste re upload the file config.php

My database wasn't down or full and it wasn't a problem of database.

You can test to upload your config.php file and see if your site is ok
For me all is good now, but I don't understand why this problem is coming

Well, from your description I think you are on localhost - not good.
