PHP Error in step 2

[09-Nov-2011 14:51:21] PHP Fatal error:  require_once() [<a href='function.require'>function.require</a>]: Failed opening required '/home4/collehc1/public_html/config.php' (include_path='.:/usr/lib64/php:/usr/lib/php:/usr/share/pear') in /home4/collehc1/public_html/oc-includes/osclass/install-location.php on line 9


Keep getting this error---shows up in my error log...any ideas? Def understand how busy everyone is, but need to solve asap...the issue is arising is step 2 of my installation...any help is sincerely appreciated.

The install is steady stuck at step 2.  Every time I hit NEXT it seems to load, and keeps me on the same page.  This is really frustrating because ive seemingly tried everything.

Does that file exists?
It looked that it doesn't and you didn't have write permissions on the public_html folder.
That file should be created by the installer, if not, once in the step#2, copy config-sample.php and rename it to config.php, edit it with the information of your site/database and reload step2, hope that works
I'ts important to do that on the step#2, if you do it before, OSClass will think it's installed and you will not be able to install it again, but as I said before, it seems that you don't have write permissions on the root folder...
