Does not install

Hoped this version would work for me, but again, I could not install.
First got - it appears you have no config.
Created DB etc, uploaded config, then got a blank page.
Changed permissions for entire directory to 777.  No Go.
Tried with permissions set 775. No Go.
Delete.

Hey, hold your horses .... wait ...

Since this version installs and works EVEN FOR ME, under Windows 2008 server and Windows Php, i can't imagine that it "just doesn't install".

Something else is wrong and not the script.
