How to add, edit categories without dashboard?

Is it possible to add/edit categories, sub categories without using the dashboard?

You can do it via PHP admin but via dasboard is easier and best,
Why do you prefer to do this without dasboard?

Because I am using a touch screen as my main computer right now and I am unable to ad any sub categorie's with it. Just don't have any ac current were I am located for the majority of the day so kinda stuck using a tab computer.

I assume it is osc_t_category that I would need to edit. I can see the root categories there That I have created, if I had an example of how the sub categories were laid out, I could probably figure out how to edit it.

Any advice/suggestions would be greatly appreciated..
