convert modern theme into a bootstrap responsive theme

I want to give my used car classified site carsangrah.com a new really modern cool look. This site is also not mobile friendly. I want to know is it sufficient to modify the css alone. what are the other ways of doing this.

I can't help with scripting only the styling. if you go to get bootstrap.com  you can get some ideas.

if you load the twitter theme from the market, you'll see what it does and how much it is based off of the modern theme. All I did was fix a few broken parts and reclassed it to the current bootstrap version.
