Title: [Solved]problem with pay off the fee of free ads

as you see in the picture,I select the "Publish fee  Pay per post ads" switch but in doesn't work properly 'cause users can post free ads
now I want to make user go to the page to pay the fee when he click on publish so his ads won't be presented untill he pay for it.
