I will give an example of why this is a good idea. Let's say that an OSClass site is offering $10 credit to new accounts to try and get new members to sign up. And, in addition,  that this OSClass site is offering a promo code for $10 as well. What is to prevent one user from creating 5 unique accounts and claiming $100 worth of credit between their five accounts?

If admin could specify a limit on maximum new registrations per hour by IP, cookie or whatever...this would be an excellent measure to prevent abuse by malicious users.

Any thoughts?
