Banner ad manager plugin (suggestion)

In addition to normal osclass listings...there is an opportunity for featured advertiser space in the form of banner ads. For example 250x250 banner ads would fit nicely into the modern and bcute theme in the right sidebar. And also horizontal banner ads at the top of search listing pages. What is missing is a plugin to allow users to place featured banner ads. For example, admin sets monthly banner-ad rates/zones (areas on the site banner ads will appear) and users can subscribe to the service. Admin can offer a free trial period like 15 days via Paypal subscription Users can upload banner ads or change banner ads and see the stats for impressions and click-thru rates. User can subscribe/unsubsribe to the banner ad service at any time.

Anyone think this is a good idea?
