Title: (POLL) Let users choose enable/disable comments when posting items

If user is creating a new item, let them have an option to choose enable or disable comments for the item that they are posting. If admin disables comments globally, user would not have the option.

This would be a nice option. Also an option to enable/disable notification to the user when comment is added will also be useful.
