Admin sharing Modern theme settings

I was snooping around for the location of Zip code and address form fields on the admin edit listing pages.  Low and behold, the file to be edited was ocadmin/themes/modern/items/frm.php

That doesnt seem right to me. Shouldnt it be ocadmin/themes/bender?
