Ask for City name if not included

Hello.

I'm looking for a way to do the following, and not sure it is possible. I'm using OsclassWizards free theme with dropdown selections for all countries/regions and cities.

Many times the Target city is NOT in the database, for many reasons. So i'm looking for a way to have somekind of option to check and then then posted manually fill-in the city.
