bugs: in users settings

hi everybody

today I found some bugs

1- in users settings : if uncheckable Users enabled  >>  (don't allow publishing)
2- there isn't any effect for User registration enabled checkbox


and one other question
how I can control items validation? (don't allow users to publishing automatic)
if uncheckable  (Enable item validation by users ) >> that will automatic publish items.
but I need of admins to validate the ads first, than allow or disallow or delete it if not valid ad.

anybody has answer?
