suggestions : Payment for reading ads but submit ads is free

I saw i could not post in suggestions sub-forum so i post in this forum.
Please
insert ability of payment for reading ads.
In some countries submit ads is free but reading ads is only by payment.
In this method free user and unregistered users only can search and in search result list  they can only see some items that admin selected.
after payment they can see full information of ads.

I think if you insert these 4 abilites for choosing by admin of site it will wery good:
1) submit ads by payment + readeing ads by payment
2) submit ads free + reading ads free
3) choose one of them free and other one by payment
