how can i make only the admin only to approve ads before the show online.

After ADs get posted by users, i want to scrutinize it first before they show up on the website,  how can i do that?

Because, for now, the moment user post it shows up instant. No, i don't want this method.

So ok I go to  > Listings > Settings    and what now? These are my settings> Settings
 
Only logged in users can post listings
An user has to wait  seconds between each listing added
If the value is set to zero, there is no wait period   set to 120
  Users have to validate their listings
After  validated listings the user doesn't need to validate the listings any more
If the value is zero, it means that each listing must be validated     set to zero

In listings settings: check Users have to validate their listings
In user settings:  uncheck Users enabled

You will then validate each user

if we uncheck user enabled than one thing happens user are no longer remain able to post any lisiting a mesg come that user not enable ?
