I'm going to upload the plugins with the swedish translations during the day Some plugin is more important to you?

No, i can wait for them...
How are the plugintranslations going to be managed... are the plugins going to be downloaded with all the translations to choose from or are the translations going to be downloaded separately?

We're going to include them in the zip plugin.

For OSClass 3 I have translated the English theme.mo to Dutch.
Location of the translated file: oc-content\themes\modern\languages\en_US\theme.mo

So you don't need to add an directory nl_NL just overwrite the theme.mo file in en_US directory.
You're admin environment will still be English but all website output is in Dutch.
