Osclass database server is not available.

I get the above when trying to install.  I have all green check marks on the first page.  PHP is 5.6.30.

I use the advanced tab to create a new DB and the above happens when I click next???

If you have written DB name, username correctly, than this is related % 100 with your hosting company,
Please check config.php file whether DB username, DB password CORRECTLY entered...
Than contact your hosting company

I am trying to first install.  it didn't create the config.php yet, it still needs the sample one as shown in firststep screen shot below.  I then click next and come to secondstep screen shot and try to create DB with username and password, etc.  Then next step gives error. 

Does the installation procedure supposed to create the DB?  Or should I create it manually and add my own config.php file to the directory?

1. You don't create any config.php, it is created by the install script.

2. Prior running the installation, you CREATE AN EMPTY db and a user/pass (with the full priveleges to the DB).

Nothing else is needed.
