Need Help Admin Panel - Lists Don't Populate

I can't seem to find the list of users/ admins.. or the Plugins List is blank ask well.

I made sure it wasn't a browser issue too.



What file do I need to make sure is uploaded to the server to ensure that these lists are getting queried.
