New User - Possibility to put ad live by administrator without payment taken

Hi, I am just starting to use OSCLASS and my site is called www.sollerwebclassifieds.com

I desperately want to charge for ads BUT I want to be able to override the charging system for a customer who either wants to pay yearly or as part of a package for a website design.

I can't seem to make this work with the Payments plugin. I thought that if a customer submitted an AD but didn't pay then it would sit as blocked. However, if I unblocked it and activated it as administrator then the ad would go live…..but it doesn't  (well it does briefly but then when you select that advert from the main page it asks for payment even if you weren't the user that created it). Is there any way around this?
