payment plugin free ads for admin posts

Hi I'm using payment plugin for posting ad's, that is working fine and good.

My problem is about, when an ad posted from admin panel, it was redirects to payment gateway.

Payment should not be done for admin, but it is mandatory, that when ad's posted by user can you able to help me about this.

Not too sure what you say / want

Users should be able to select Free / Premium Paid Ads

either before reaching the "Post A New Ad" page
either after submitting it:

1. Post a new Ad
2. Offer Premium Paid Ad
2.1 OK, user is redirected to Payment Gateway
2.2. OK, Payment received. User is redirected to her/his just published Premium Ad online

Payment should not be requested to admin when ad is posted by an admin,

of course is mandatory when ad is posted by an user

? inviting the vendor to pay electronically for her/his ad?

how?

send an invitation to payment to user?
send an invitation to upgrade her/his ad to a paying ad?
