OSCLASS PAYMENT MEMBERSHIP, can still post listings without fee

I have just installed "Osclass Payments Membership" plugin on localhost (to test first ...) and set up 2 "USER TYPES" :
 - FREE (Free, 1 listing, 2 categories, 30 days)
 - PREMIUM (US$10,10 listings, 92 categories, 90 days)
and add one "CREDIT PACK" of US$20
I DIDN'T select the Publish fee checkbox to "Pay per post ads" because I need the Membership instead ...

However, I can still post listings without fee, please what could be wrong (no checkout page when posting a new ad, even with BENDER Theme) ?
