require complete and city / street

Yesterday i was started to use osclass , is verry nice script i see but i have some problem , i make a picture to see what problem i have




when somebody post a job / sell something that person need to complete all fields , if he don`t complete he can`t post

and other problem is with city and region i want to make like country
