Make a drop down for the Locations

I would like to see a drop down added to the region tab in ad posting. When a country is selected, corresponding regions should show up in a drop down fashion. This would help aid correct region placing for the ads. Also, for the city tab too. Or can I tweak it? If it's possible, please put me through on how I can accomplish it.
