Multi Location Selector

I would like users of my ad site to be able to select multiple locations when publishing an ad. Take for instance, an advertiser wants to publish an ad for services rendered in different locations of a state.E.g. XYZ Pizza shop does home delivery to locations A, B, D,K and M in State 1 and also locations O, I and D in state 2. Can it be possible to edit the OSClass codes in order to show this or would a plugin be required for this?

Maybe you can change the HTML drop-down form for city locations to a check-box option. If you are working with more than 5-10 city locations this may not be ideal. But you could look at the code in the theme's search.php (for categories, which have checkboxes) and see if you can copy/modify that to suit your needs for city locations.
