Help with categories in USA theme

I am a new user and i have little knowledge of php. With the tutorials in this forum i've been able to adapt the USA theme to my site. I want to show categories on the Theme home page with no sub categories and the description of the categories below it. I will like 4 Columns for the categories and ad count beside them

I have attached a picture of what i need, please help with the php and css. Thanks.
