How to send notification to user when ads are approved/published?

I have forced for the admin to review the ad first before the publish. So I can moderate what can be published and what not.  However when I do enable or allow an ad to publish, how do I let the publisher know that his/her ad is being approved?  Are there a way to set that notification?  Thanks for your help.

The best way is to build a plugin.
You need email template save in your database, and a some php code to use that email template when the ad is activated by admin. It not so complicate to do but needs time and nobody will stay to lose time to build you  a plugin.
